Following The Chancellor Philip Hammond’s Spring Statement to the House of Commons this week, James Brokenshire, the Secretary of State for Ministry of Housing, Communities and Local Government, has issued a Written Ministerial Statement to provide more detail on the planning matters raised.  The Statement confirms that the Government will:

  • Move ahead with the introduction of new permitted development rights to enable existing buildings in commercial and residential use to deliver additional homes.
  • Introduce a new PD right allowing shops (A1), financial and professional services (A2), hot food takeaways (A5) and betting shops to change use to an office (B1).
  • Enable shops to diversify and incorporate ancillary uses.
  • Make permanent the temporary permitted development right to build larger single-storey rear extensions to homes. 

In terms of timescales, the Statement advises that some of the changes (it does not confirm which) will be introduced in the spring, with more complex matters, including upward extensions, introduced in the autumn. We will issue a further update as soon as a definitive date is issued.
