Commenting on the Transport Secretary's announcement today, that hard shoulder driving will be introduced on the busiest stretches of several motorways, David Frost, Director General of the British Chambers of Commerce, said:

"Opening up the hard shoulder is a welcome move in attempts to reduce the financial impact of congestion on businesses, which currently stands at £17.55 billion.

"We need extra capacity and that means building new roads. Simply opening up the hard shoulder cannot be a long-term answer to solving congestion on our motorways."
